I'm not exactly sure what your saying, but normally when I've had to give a 2nd form of ID along with my state ID I've given either a student ID, Bus Pass, even an amusement park pass. When the federal government has asked for a 2nd form of ID it usually ended up being a piece of mail addressed to me.
As for the intelligence test for the Volunteers I think you may have some sour grapes due to language barrier.
