Well you can never truly pay for your VIP with your rays. But, you can work out an agreement with a VIP who already does have 350 rays so that after they gift you (and you become age verified thus getting your gold name tag and the ability to have sexy time), you give them 350 rays back... just out of the kindness of your heart. Additionally, you should wait until the end of your CCBill billing cycle and cancel that about 10 days before the monthly renewal. After you cancel with CCBill, then have the VIP gift sent to you. If you do not cancel your CCBill, it will renew because that is the agreement you have with them regarding your VIP membership. You MUST cancel with CCBill (or WorldOps, I guess, lol,) but doing yourself guarantees it's done before your next renewal charge in order to actually use your gift and NOT get charged.
