Own made textures can be uploaded through your profile - My textures. Then they will be looked at and when approved will be included in a new release. So the ones you meantion, must have been uploaded by somebody, otherwise they would not have been included.

Technically you can, but it's better to have the creator do it, that way they get proper credit.
