Here is a small post on how to install and/or reinstall RLC.

Go to: http://download.redlightcenter.com/rlcsetup.exe for the current release.
Install this like normal.

In the event you need to uninstall and reinstall RLC, here are the steps to successfully remove any bad files.
(NOTE: THIS WILL ALSO REMOVE ANY DOWNLOADED TEXTURES AS WELL AS YOUR MYINFO FILE)

Click Start, the go to the Control Panel, then Add/Remove Programs.
Find Redlight Center and remove/uninstall it.
Then do the following.

Open your My Computer
C:
Program Files

Once here, find the folder named Redlight Center. Delete it.

Now reinstall the latest copy like normal.
