No they can't, they have the illusion of having them larger by the way shading is applied to the torso texture, but a side view will show them to be the same size as every other female in Utherverse. The Penis size is controlled be the mesh provided by Utherverse and can not be made to appear fatter or longer because there simple is no extra area to work with like there is with the torso.
