Texture Detail and Texture Filter for Dummies in Settings question

I have a newer laptop now and I have noticed that the nice tattoo work on my avatar is somewhat see through where as on my older laptop, that doesn't seem to be an issue.

I do not know if adjusting these will have any impact but it did make me wonder what affect they have in world.

Texture detail and Texture filter.

Texture Detail shows Low, Medium, High, and Ultra High.
Texture Filter shows Bilineal,2x,4x,8x, 16x

Can someone please explain a little about both and how they work??

My avatar looks good, but the detailed tattoo work I have on my avatar looks funky on my newer faster laptop.

Texture Detail is the level of detail of textures in world. The higher this is set, the more memory will be allocated from your computer to display the graphics. Therefore if you experience lag it is wise to lower these settings. Certain functions are not available on lower settings or even totally disabled on low.

I do notice a change in the props being easier to see by lessoning the various values but I can't seem to figure out why the tattoos seem so detailed and almost see through like on my newer nicer laptop. Still figuring what might need adjusting.
