How does one upload textures to use in world?

The easiest way is Utherbucket. You find the tab for it on your Social Center page.

There are two alternatives:

You can use the built in tool UtherBucket to be found on Your social profile start page at the tab row (Seddy mentioned above). Upload a texture there and copy it to Your clipboard using the small copy icon. Than in world for the prop You want to use the texture choose in prop editor the cache web image script and paste in there.

You can use an external hosting site too like imgur or similar. If doing that upload your texture there following their instructions. Than copy the url of the texture to Your clipbaord and in world do the same as told above.

You can also create an album in your Pictures just for room props. In this case, you would want to Hide them in the album (make them Hidden as an option). They'll only be hidden in the picture album. Then use them the same as Utherbucket, by going to the image, right-clicking to copy Image Location (the URL), and then pasting the URL into the Prop Editor tool - using the Script tab there and choosing "Cached Web Image" as a drop-down choice.

Great answers above for the Prop Edit. But you cannot upload images to the World Texture Edit (WTE). You can though take a screenshot of a current one and possibly apply "Unlit" in the State Tab. I have found this 99% - 100% close to the original. Wraith has a list of them already made though, thanks to Cougar for pointing this out the other day.
