Well two ways.
1) Tiki Arrow sign prop and then apply the Animated script and select the animation one you like.
2) acquire through web search a gif photo of a flashing arrow you like. Depending where you host it, size of it might not load. Then create an animate sign prop and apply web browser script and put the URL of image and size the arrow to size you want..
These are two things in my Boyfriend's (WolfKnighthawk) notes on decorating.
