You can make them and post them in the textures forum. As a non-vip you have to be careful wearing them since most won't see them and you might appear in the nude. If you want to wear them edit your myinfo file to make sure you have shorts and a undershirt so if nobody sees the texture they will see you in shorts and a shirt.
