what browser are you using?   the forum shouldnt matter if you are using Vista or not.  I use Vista  and have no problem with the forum or the social center,  the only issue I have is streaming music and world sounds not working inside Red light Center.  Im guessing its a problem with her browser and not Vista its self.   But im not a technical on that crap so dunno

I do know that people that use firefox or another browser have had issues with the forum,  but thats because they did something and accidentally caused the browser to block access to forums.

IF you friend is using another web browser other than Internet Explorer..  ask them to try using IE to access the forum.
