How/Where Can I Do VOIP?

I wanted to try out the VOIP (Voice Chat) feature.  Do I need a seperate program to do that? I thought it was built into this software?

If it is possible to do, can someone tell me how?  I've tried going to the wellness center, nothing.  I tried clicking/declicking the 'Play World Sounds' and 'Play Streaming Music' but that didn't do anything.

Any suggestions? Any helps? Anything? Smile

I will have to check to make absolute certain, but I believe it has been disabled for now. Too many complaints of it not working correctly, etc...
