I found this post some time ago maybe it helps:

ocean waves
Actually ocean waves are dead easy. Take a Waterfall_01 prop, lay it on it's back (z=180), and angle it down slightly (x= about 85), and set the "Attach Animated Texture" script, with sprite argument set to "water_waves.spr". Then rotate it about the Y axis until it is parallel with the sea, and position it so that the waves roll over the edge of the sea. Scale it appropriately. The X length will need to be the length of your seafront, and I found that Y=0.85 and Z=0.25 looked about right. Finally, set the unlit state so that you get nice bright white waves.

I never tried, but sounds convincing!

if you mean waves at the water´s edge you use the prop Waters Edge 01 then in script animated texture , then scroll to open water_waves.spr, you may have to rotate so it fits the water.Don´t do anything in state ! you might want to scale for example x 0.05 y 1.00 y 60 or whatever fits your layout.
