I can imagine what you want to have. But I don't think this can be done with the way how the RLC client uses emitting light sources.
You can do it for the surface of a single prop, like Joe_B explained, but this have no influence on other objects within the visual proximity.
I can imagine that you are maybe able to create a "fake light environment" within the prop editors available tools.
But you would need to be able to synchronize it to have the desired effect of a gradually pulsing light source which affects it's environment as well.
Basically 1 visible prop as fake "lightsurce" + the invisible real light source that does illuminate avatars and other objects within visual proximity.
