Theres two ways, you can use a texture you've made yourself or use the animated texture script "glow"
put it on a sign or an alpha pine tree depending on the look you want
place the prop
then set the texture translucent - do not leave it at 0, the value has to between 1-255
check no z buffer
depending on what is around it, you might need to play with the render priorities of your glow or of the props around it.
If you're still lost, let me know and I'll post some screens on how i do it. There's other ways, this is just how i do it.
