]Can anyone tell me if a gift certificate can be purchased to be used anywhere the recipient chooses within RLC? If, so where can they be purchased?

Gift certificates are frowned upon by TPTB and have been removed from various members catalogs.

However, some designers offer them to be used for their merchandise only, such as clothing designers.

Certain decorators offer coupons for price discounts towards their specific layouts only.

I do not know of any certificate or coupon that is universal or that can used purchased by one member for use on another members wares.

There are no legitimate, company endorsed, certificates within RLC. All certificates are player created and only honored by individual players.

The only universal form of currency in RLC is Rays. If you want to award someone, in lieu of some sort of certificate, you can purchase them a web gift or send them Rays which they can then spend however they choose (providing they are VIP).
