I've never tried to make breakers on a beach meself... but my first attempt would probably use a waving curtain or flag.

If your doing a big shoreline, I like to use the waters edge prop 2 or 3 depending on how many waves you want, then animated texture - water_waves, texture Translucent box is checked and set to 51

Do as Durty said.....or else.....

Seriously...instead of a plane, create a primitive half sphere, and use the script she indicated, and also the same texture.

It will give the wave an actual swell that you can adjust for effect.

Use a Fishtank Glass prop.

Script: water_waves

X Rotation to 350.

Scale: 15 by 1 by 7.5

State: Translucency at 51

With a primitive Half Sphere:

Script: Same as above.

Scale: 55 by 3 by 3

State: same as above

You can have a look at it here:

There are many ways of making waves using various props, (listed above, snow banks, water columns, prim cylinder, awning, etc. etc.)

These suggestions will help you but feel free to experiment.

Enjoy.

I would say try to find a gif of breaker waves convert and rehost it. Then using a 3dsign add it to your layout. The nice thing about the 3d sign is it will be 6 sided this gives plenty of room to mess around with size effects and location.
Option 2 try curtain and state curtain then add a water surface. Note the thicker you make the curtain the higher the surf. Try placing several on top of each other For a fuller effect. Want to have some mood lighting to boost add create light under it and set a dark yellow reddish tone to mimick a sunset. Just a few ideas.
