Basically the number using the measure tool shows how long a texture takes to load and render basically an depends on users system as well.

The search function yielded these:

EDIT: If you are experiencing any lag, check the measure tool and see if any numbers are in the RED.

If so, resizing may be required.

Usually, animations(the curtain animation most noticeably),animated textures and sprites will drive up your network load times as well as props that have the fade state applied. Those props with those scripts and states applied will appear red with high numbers, which is why one would use those sparingly. In and of themselves they wont stop you dead in your tracks by themselves, but if you add in mis sized textures throughout, you will seem like you are moving through mud in a layout. The measurement tool is a good tool to use when decoing as it will give you an idea as to the lag that may be evident to others that have less bandwidth with their internet connection or their graphic memory space.

It's rendering time in milliseconds. The numbers will show green, yellow or red depending on the type of prop and texture used. Also animations attached. The curtain prop will almost always show in the red when animated. Same with using flash scripts.

Another thing to add. Don't just jump on the first red item you see and edit it. Sometimes items fluctuate, especially when first looking at them. Give it a minute to let things settle, then you can work on what is red and what isn't.
