I'd like to officially open the club I built. It is open to the public now but no one knows its there unless they see it in the list. I want to make a bulletin and advertise regular parties. What program/programs are best for making them? Is there a tutorial? All I found in the Super Zaby Guide was an ad for someone that makes them and I cant afford that. Though I'm sure its worth it, I'm just a girl on a budget. I'd also like to be able to change what it says from time to time. Any hints?

The easiest way is to make your own.
Start by making it in your graphics editor like photoshop or get a free program like GIMP or Paintdotnet.
After you create it then upload it to your hosting program like photobucket (they have free accounts too).
Once it is uploaded then choose the HTML code and paste in on your Social Page under bulletins and you are done.
You can even change it when you want in your graphics editor.
If you are on a budget then get the fee programs and make your own. Best way to go.
